The Issue of Satisfaction and Access of Foreigners into the Health Insurance (A Case of the Czech Republic)

The master thesis The Issue of the Satisfaction and Access of Foreigners into the Health Insurance (A Case of the Czech Republic) focuses on the topic of the situation of foreigners residing in Czechia and their access into the social security system, especially into the systems of public or private health insurance systems. The thesis brings to light the system of residences and legal statuses and how they affect the range of rights that foreigners can possess, with special emphasis put on their access into the public or private health insurance systems. It also offers an analysis of both public and private health insurance systems and critically compares them.

Die beiden Systemen wurden auf die ähnliche Tradition gegründet. Diese Tradition hat seine Wurzeln in Österreich-Ungarn, die bis 1918 in der gleichen Zwischenraum ausgesetzt wurden. Ein weiterer Zusammenhang ist die geographische Beziehung. Die Gesetztformen in der beiden Staaten sind unterschiedlich. In der Tschechische Republik gibt es viele Sozialversicherungsgesetze, in den der jede Typ des Versichertes geregelt ist. In Österreich gibt es für den jeden Type des Versichertes ein Sozialversicherungsgesetz. Die beiden Systemen sind die gesetzlichen öffentlichen Krankenversicherungen. Das tschechische System ist postkommunisch und Österreich ist der korporatische konservative Sozialstaat. Es gibt die Umverteilung in den beiden Systemen, aber in Österreich hat ein Unterschied, weil auch die Umverteilung in der Anstaltspflege enthält. Die vergleichende Systeme der gesetzlichen Krankenversicherungen haben die gemeinsame ethische Grundsätze, die aber in Österreich mehr in den Gesetze geregelt werden. Dieser Fakt macht den Rahmen des Systemes der Krankenversicherung, das viel auf die Patienten sich konzetriert wird. The Assessment of Specific Insurance of Foreigners in Public and Commercial Health Insurance Systems in the Czech Republic

This thesis is focused on insurance for foreigners in the systems of public and commercial health insurance in the Czech Republic. Evaluate the effects that would result from the integration of foreigners into the public health insurance, based on the gross costs of the annual reports of commercial insurers and based on the income statement. Work gives a comprehensive overview of the current health care system in the Czech Republic, and design optimization. The first part is devoted to health systems, which are used in the world. They are defined by their key characteristics as well as their advantages and disadvantages. The second part is devoted to public and commercial health insurance in the Czech Republic, where the two systems are compared. In the third part we are analyzed the conditions, limitations, exclusions and insurance products offered price between commercial insurers. There are also quantified the costs and revenues associated with the inclusion of commercially insured foreigners in public health insurance. In the final part evaluates the balance of income and expenditure, which would hold a public health insurance, including the formulation of their own opinion on optimizing the system.
Private health insurance

This thesis analyzes the private health insurance as a supplement to public health insurance in the Czech Republic. The first part discusses the theoretical concepts and the definition of insurance in the Czech insurance market. Concurrently carried out in detail the previous and upcoming reforms of health system. The second part focuses on the analysis of the impact of the introduction of commercial health insurance products to insurance economics and the economy forecast of further development in this area.
U.S. Health Care Reform

This thesis deals with the basic moments in the U.S. health care reform. The theoretical part is based on the concept of health as human capital, as a factor of labor productivity. The rate of depreciation of health capital is closely associated with age and grows throughout the life cycle. In the U.S. is currently more than 46 million people uninsured and their access to health care is very limited. U.S. health care system is a highly cost, total expenditure exceeded 16 percent of GDP. Based on various calculations, the thesis describes assumed purposes of reform in terms of health coverage of population, share of private and public spending, additional insurance, etc. The thesis also deals with a reduction in price elasticity of demand for health care in context of increasing the number of insured persons. Theoretically justifies a possibility of moral hazard at participating elementary subjects.
Commercial health and sickness insurance on the Czech insurance market

Theme of this thesis is to compare public and commercial health insurance in the Czech Republic. At the begining are described the systems of health insurance and principles of their functioning. The main part of the thesis is devoted to current health insurance system, its operation and financing, including a comparison with other OECD countries. The thesis describes a system of commercial health insurance and focuses on different products of health and sickness commercial insurance. In the conclusion of this thesis is made an analysis of commercial health and sickness insurance in the current conditions on the Czech insurance market and its evaluation.
